I want to give away a 6 year old computer to my neighbors... who actually want it. This computer has NO COPY OF WINDOWS other than the installed OS. I can remove programs and defrag.... but I can't reformat or they will have no OS.
So, assume I remove all data that I don't want them to have, as well as ll programs...
But what I don't get, or am worried about is passwords for internet sites that I visit. I have been allowing the browsers to save all that information so I do not have to keep putting it in.
Anyway, I guess what I am saying is that I need to wipe this drive as clean as possible without a reformat.
What do I do?

When you pay for windows, you are not paying for the CD itself but rather the license key.
If you have the key that came with the computer, you could use the CD from your current computer and put in the key from the other AS LONG AS THEY ARE THE SAME KIND OF OS.

Ah.....however... What if it is an OEM copy?
Then you are screwed :(
You can tell if it is because usually the OEM name will appear on the License Key.
Otherwise....
Install Ubuntu :D

Papa, you're best bet may be to give them a formatted machine than point them at NewEgg for a $89 copy of XP (http://www.newegg.com/Product/Product.aspx?Item=N82E16832116056).
Or burn a copy of Ubuntu (http://www.ubuntu.com) for free and have them install it. It does pretty much everything windows does except play games.

Hmmm. Probably not legal... but what if I bought XP, and did it for them? Then I could keep the copy for me as a backup for my XP machines, or to replace that dumbass Vista on my lappy....

won't work because you will have to register xp, and will not be able to use it on another machine

when we have systems that are too old they are recycled , if they are old to you but new to me they get refurbished instead
we wipe the hdd with a program called DBAN then reinstall a fresh OS that is a mars version from Microcrap for refurbishment only and cant be used for commercial purpose
